RELX is running two experiments at once inside its Elsevier business. In Legal, the AI bet is already paying off: 90% of new business is now AI-enabled, and the segment posted record 10% underlying growth in H1 2026. In Scientific, Technical and Medical, the same bet is underwater. Seven UK universities publicly rejected 2026 licensing terms as financially unsustainable, and by late 2026 the number of institutions walking away from Elsevier deals had grown into double figures.

One thing worth flagging: management has declined to quantify the risk on three separate points in recent earnings calls, including the potential revenue impact of a proposed US federal funding rule, penetration data for its new LeapSpace platform, and how it plans to respond to AI-native competitors like Harvey and Legora. Layered against a leverage ratio that moved from 2.0x to 2.3x net debt to EBITDA in six months while a £2,250 million buyback program continued, the pattern is worth watching rather than dismissing as routine deflection. This Dossier lays out what would resolve each question, and why neither is settled by the public record alone.

Sources and Methods

Dossiers are built from primary documents: SEC filings, earnings call and investor day transcripts, management presentations, press releases, and trade press. We also work the channels where product and operating problems surface before they reach an earnings call, including App Store, Google Play, and Trustpilot reviews, and structured sentiment research on Reddit Answers. Equity analyst commentary is used to map where the sell side disagrees and is treated as opinion, not evidence.

The Intelligence Council is editorially independent. No company reviews a Dossier before publication.
