Natomas Unified already had the kind of policy architecture many boards would recognize as a compliance baseline. The district publishes board policy and administrative regulation materials on student records, discipline, suspension and expulsion due process, suspension and expulsion procedures for students with disabilities, privacy, and parental notifications. The proposed stipulated judgment also notes that the board had approved a policy in 2021 addressing the prohibition on suspension or expulsion recommendation for disruption or willful defiance.

That is the institutional contradiction.
