Ohio State settlement puts research-security oversight back on university leadership agendas
What Happened
On August 31, Ohio State University agreed to pay $2.1 million to resolve Justice Department allegations that it failed to disclose employees' affiliations with and support from Chinese universities and state-run research organizations in applications for NASA and National Science Foundation funding. DOJ said annual faculty activity reports had identified some of those affiliations as early as 2014. The university also learned in 2019 that a principal investigator on NASA grants participated in China's Thousand Talents Program, but NASA and NSF were not notified until 2023. The settlement covers grants funded between November 2012 and August 2023 and does not constitute an admission of liability.

The case turns research security into an institutional-governance issue, not simply a faculty disclosure or research-office compliance problem. The central exposure was not that information was entirely unavailable to the university, but that affiliations appearing in internal reporting did not make their way into required federal disclosures. What Happened
On September 1, NSF established the National Artificial Intelligence Research Resource Operations Center, creating the operational backbone for a long-term national AI research infrastructure. Led by the San Diego Supercomputer Center at UC San Diego in collaboration with the Texas Advanced Computing Center at UT Austin, the center will coordinate access to computing, data, models and tools while providing user support and training. NSF says the move will transition appropriate functions from the NAIRR pilot into a sustained national capability.
The expansion comes against a tighter conventional NSF funding backdrop. NSF is on track to finish FY2026 with roughly 6,100 new grants, the lowest annual total in about four decades, according to Nature. Separately, NSF's FY2027 Graduate Research Fellowship solicitation anticipates approximately 1,500 awards, down from 2,500 in FY2026.

Common App direct admissions expands to 234 colleges as fall outreach begins
What Happened
Common App's expanded direct admissions program is preparing to begin fall outreach, with 234 colleges across 42 states and Washington, D.C., participating in 2026-27, up from 215 institutions last year. Under the program, eligible students can receive admission offers from participating institutions based on information already provided in their Common App profiles, before completing a traditional application to those colleges. The initiative is designed particularly to reach first-generation and low- and middle-income students who might otherwise face barriers to applying.
The expansion was announced August 26, but becomes operationally relevant as colleges enter the fall recruitment cycle and begin competing for students who may receive multiple proactive admission offers.

On September 3, the State Department launched the Foundry School in Washington as part of its Pax Silica initiative, creating a new training model for entrepreneurs, engineers, technicians, and industrial leaders working across semiconductors, defense, energy, and other advanced manufacturing sectors. Stanford University is developing the curriculum, which will be delivered through eight partner colleges. The administration is positioning the school within a broader strategy to strengthen U.S. AI and technology supply chains through workforce development, industry partnerships, and allied economic cooperation.

The Foundry School puts higher education directly into an industrial-policy strategy that extends beyond traditional workforce grants.
