Most districts are still treating this as a hiring problem. However, our research shows that this is a structural mismatch between staffing models and a smaller, more constrained system.

When vacancies persist across cycles and workload shifts onto existing staff, the operating model degrades in real time. At that point, incremental fixes stop working and leadership teams are forced into tradeoffs they’ve been trying to avoid.

We analyzed 37 U.S. school districts and identified five distinct response pathways:

  • right-sizing

  • footprint reset

  • pay to stabilize

  • flexible labor channels

  • job redesign and support
